Ambassador Prof. Costa Ricky Mahalu is a Professor of law who currently works as vice chancellor at St. Augustine University of Tanzania. He worked as a Professor of Law at the University of Hamburg in Germany and at the Institute of Social Studies in The Hague, Netherlands from 1989 to 1990. He worked at the University of Dar es Salaam as; a tutorial assistant from 1975 to 1976; Assistant Lecturer from 1976 to 1978; Lecturer from 1978 to 1983; Senior Lecturer from 1983 to 1985; Associate Professor from 1985 to 1990. He became a full Professor of Law in 1990. He is a fellow of the Alexander Von Humboldt Stiftung.

Over the years she has been engaging in advocacy initiatives to raise public awareness about disability inclusion and non-discrimination, as well as pushing for reforms promoting the rights and welfare of persons with disability.
She also engages with research initiatives entailing creating a better understanding of disability from an intersectional lens. She currently works with human rights defenders with disability in familiarizing them with avenues for individual and organizational capacity building, as well as result-based advocacy.

As a member of the Media Institute of Southern Africa (MISA), she facilitated upcountry journalist training in collaboration with VIKES Foundation of Finland.
Her dedication led to her appointment as Chief News Editor (CNE) in 2018 until 2020, when she shifted her focus towards serving people with disabilities, orphans, and the impoverished. Beyond her journalistic prowess, Rugashoborola volunteers to educate communities and parents with disabled children, emphasizing resilience. While contributing to various media institutions, she also engages in community education and healthcare initiatives through international business networks.
